Devil fruits + objects= devil fruit user?

According to the rules, only 3 devil fruit users are allowed for each person to make. That said, do objects with devil fruit powers count as users?

Question about devil fruits in weapons

Does that mean make the weapon just sink or could it still be held underwater? I remember in the Arlong arc, Luffy's head was easily pulled out of the water, so I'm curious what you guys think it'd be like weapon wise
